A few comments on board rings:
Technically, if we're following the example of old '90s web rings, each board in the ring would only advertise two others, not all of them. In a ring of nine, board 7 would advertise 6 and 8, board 8 would advertise 7 and 9, and 9 would advertise 8 and 1, forming a loop. Being a loop would make it harder for someone to get to a specific other board, but it would also mean they'd possibly cycle through all the boards instead of just clicking the ones that catch their eye. It would also mean only two members of the ring would need to update when a new member comes along.
A good place for linking to the rest of the ring is the blotter. That's the red alert message that on this board reads "/boards/ is for finding/advertising boards." The blotter is on every page, but only takes up a single line. It would look like: "United Boards Ring: /happy/ /roze/ /anotherboard/ /yetanother/ /bye/". There would still be space for the blotter to be used for other things too, like alert messages and even other board rings.
You could create a banner with the name of the ring and of each board in it, and then every board in the ring puts it up. Or allow ever board to make its own banner and have each board display banners from the others. This would work well if there's overlap between the boards for banner theme.
Maybe each week have a thread (maybe sticky) for people from another board to come over and discuss the overlap. The other board could advertise the thread and it would share users between both and boost their rankings. Anyone on the host board who likes chatting with the visitors would then go and visit them in turn.
Another way of connecting board is to do what /leftypol/ has done and use the blotter to link to all the board's tags. This makes it easy for users to see any other boards with the same tags. /leftypol/ has no control over which boards those are though, only which tags they use and add to the blotter.
If you wanted to go all out, you could contact Hotwheels and pay for ads on 8ch. At least two board owners have done this so far, and if a ring purchases an ad together it can link to a central page that has links to all of them.
Why would you want a ring if the boards don't have something in common, though? It makes sense for politics board to advertise each other, games board to be connected, boards with no moderation, SFW boards, textboards, etc. But if it's just a few random small boards, why? Someone who wants to visit a random small board can come to /boards/ or go to the dynamic boards list.

Allow any member of the ring to call a vote and give a week after all BOs have been notified as a deadline. If a board has been abandoned, its owner will miss the deadline and won't get to vote to stay in.
