It's not to say that the participants are or would actively engage in the physical spread of the virus, but that their goals include its spread to all corners of the world, including Britannia's interests and territory. Our death, along with that of others, at the hands of the Goddess Ebola-chan is seen to be the best possible end for humanity.
Of course, there are also those who seek it's spread to regions that aren't within Britannia's domain, specifically Africa and in some cases the Middle East. This branch may be a bit more palatable to the Britannic regime.
However, yes, there is the option of leaving the country upon or as it approaches a transfer of powers. Despite the intended size of The Empire Reborn, there is still plenty of space for those who do not align with its policies. The question being how palatable this option is. I do appreciate, of course, that the nation does not seek to impose its faith outside its boarders, and even encourages their spread outside of them.
TL;DR: Ebolism is a diverse faith, mostly freeform in nature. It could pose an existential threat to Britannia in the future, if certain elements rise to prominence. I wished to address the issue of board relations in light of policy, and find satisfaction in that Britannia will not be seeking religious persecution outside its borders, even if our faith will not be welcome within them. May Ebolite-Britannian relations continue to develop.
