There are a couple people I know of who have plans for adding loli stuff in at the moment, but the tools for doing so are just simply not in a state where it's possible to start. There's also appears to be some interesting legal language in the TOS that forbids creating "scandalous" content, but it remains to be seen if that will be an issue. Until the creationkit/GECK is released, though, don't expect too much.

There's also the issue that we don't have user-selectable races currently, and that may prove to be problematic.

Playable kids are in, though extremely rough still of course. First nude textures are in dev right now.

Only so much, textures and maps only really, that can be done right now until the new NIF structure is supported by the editing tools. But that's being worked on too.

For basic nudity, and a playable race, you won't have to wait for the official tools to be released. For a well rounded mod with remeshed armor and updated models, that's gonna be a while but not as long as it took for Skyrim.
