As much I hate the church of Rome Bible back then were written by hand. The material, the amount of hours taken to write it made the production of a Bible very costly.
Since most of the educated people spoke Latin and the church had made the Vulgate in Latin it was a waste of time to give it to laity who only spoke in their own tongue.
Bibles were stolen and so it became an issue. The printing press made it affordable to buy and also basic supply and demand meant people wanted a Bible but also one in their own language. So people who were willing to pay a small fortune for it so they could get the Bible in their own language.
The matter of Latin mass is an entirely different issue. Even before Luther translated the Bible there was the Mentel Bible based off the Vulgate.
