Catholic here. Priests can't get married.

I was reading Timothy yesterday, and Paul is describing what a bishop should act like. He says that they "should have but one wife" and be a competent rulers of their household. Paul seemed open to the idea that members of the clergy could be married and have families, so why do we disallow it?

It's a mercy. In the Eastern Church (where priests can get married) priests cannot celebrate liturgy or recieve the Eucharist if they had sex the day before. While Eastern Churches can keep it for sake of Tradition, it is kept in the Latin Rite that priests may not marry.

Why? As an Eucharistic fast? Why not just abstain from food like the laity? Or does it apply to the laity too?

That seems absurd, if he's alone in the parish he wouldn't ever be able to have sex with his wife without either cancelling liturgies or having a replacement come over. What do you do when you feel a bit randy? Call the bishop to send a guy? Do they have special conjugal replacement priests on rotation?
