Yes. We also adopted the 'free city' proposal, in that every town that dies has an 'exclusion zone' around it that only people reviving that specific town can use. So new towns don't end up right against dead towns. But nobody ever actually made a map (at least that I saw) of accurate exclusion zones, though Josh said he'd make one of /V/ersailles.

there's an ice road from akihabara to titan

akihabara is gensokyo territory, as centi said, so we should figure out with them if the plan is still to dissolve their claims
