The building can be redone if you wish, but I would prefer to review any plans to do so first before you do.
Anything in any chests in the place is yours and yours to keep. There are chests in there I haven't busted open yet.

This building is historical, however, and if you buy it, you cannot redo the exterior. Redo the interior, dig a basement, by all means, but this shop is one of the oldest buildings in town, so it's protected.

Thirdly and lastly for today, the Aukfear Building! This place hasn't really been well used...ever, although it used to buy XP ingredients. Aukfear has an apartment in the top floor, however, and you cannot take his things from it. But the intermediary floors and the ground floor are fair game. Technically, the government owns the plot, but I'm selling the rights to operate apartments and shops from the building, with no rent charged.
Great location, stellar view, good architecture. Every floor comes with a built-in balcony over the street.

Right now, you don't sell much and what you sell is quite expensive, not nearly as jewish as the merchant but still, I can get all your stuff cheaper if I go shop in MtA or Orion.
We need plots for potential newfriends and plots that are inactive/useless are the first to go for them, simple as that. Undercut the jews (aint really difficult) and get some more stuff to sell and I'm sure we can find some way for you to keep your shit.

That's not the issue, the issue is that foreigners aren't allowed to own two plots anymore. In fact, the whole "one residence and one shop" thing was never supposed to be the case, it's just that Tigen and I never really found a good way to encourage it. The ideal for the city was to have every building active and so if people lived above their shops, it would have a redundant usage level. If the shop dies, so what, the person still lives above it. The only person left who does that is me nowadays, but that is a relic of the "one plot total" era.
In the long run, allowing shop plots is a good idea.
