Nah. Dave was only a leader of Viridian when Viridian was down to just him, munter, and ara in terms of actually active players, with holley, weary, fury, kovio, and tran occasionally logging in. Even then, Munter was the King of Viridian, and he's still around.
Viridian was mostly dead and largely on its way out long before then, it had nothing to do with Dave quitting and not training replacements or anything of the sort. It died due to a large, simultaneous lack of interest (or in some cases, inability to continue playing due to other factors) in the game by the core playerbase of Viridian (15-20 people).
This happened in mid to late November. Munter and Dave didn't take over until late december or January.
I suppose strictly speaking, your argument about training new leadership applies, but in Viridian's case, the people left behind at any given time were more than capable of running the city, everyone just kind of decided it wasn't worth the time or effort. So, yes, the leadership allowed it to die, but so did everyone else (Once the IDF was ousted, Viridian's community was pretty tight-knit and yet still rather large).
