Public perception has changed, in a way that a macho, alpha male, womanizer, ass kicker, action hero is now considered offensive.
It doesn't help that DN Forever bombed hard. Gearbox could make a good Duke game easily, but the reviewers would consider him to be too offensive to their beta orbiter sensibilities.
The comics released next to DN Forever were great though. Beyond the one you posted, there's a mini where he goes back in time to fight Nazis. It's absolutely brilliant in how ridiculous it is, especially the way he gets the time machine:
