There's a reason why Gravity Falls, with its simple lines and character design, never tried to go off model without making sure it adds some fluid animation to it on the rare occasions.
Wander Over Yonder has simple designs, and unlike Gravity Falls, aren't scared of going off model. But the thing is, if you compare Steven with Lord Hater, the latter feels like he has a strong purpose. Each expression of Lord Hater is powerful. John K is right about the beauty of cartoons going off model. But the thing he doesn't mention, because he thinks animators like Richard Williams are foolish for creating smooth on model animation because it's too much work (i.e. he acts like a kid taking away a toy because the other kid plays with it better), is that even off model expressions have some structure. As you can see with these line of actions, Hater follows a form which shows how animated he is even when its just a screencap. Hater looks like he's alive even in a single frame, while Steven reminds me of an intern who only has vague descriptions of the character to help him draw.

With anime, they have a different off model exaggeration used for comedic effect, but the humor is coming from the contrast of the slightly more detailed default style of the anime. It says a lot that even Panty and Stocking is more detailed or have more style than SU. SU tries to be exaggerated with its goofy expressions, but it fails because it walks the walk but can't talk the talk. It never goes full out with its exaggeration, it always feel soft. When SU goes off model with some of the characters it feels like they aborted halfway in the exaggerated expressions. Notice how in the anime examples in the pic that when they go off model it feels strong because they are exaggerating and emphasizing an emotion. SU rarely emphasizes with such hard passion with the exaggerated expressions. They just think goofy faces are enough. A mistake only amateurs make.
tl;dr Wander Over Yonder off model works because of line of action makes the character looks lively. Anime may not look animated when off model, but they still look emotive because of hard edges and usually detailed default style. Steven has neither line of action, detailed default style nor the balls to add edges instead of curves like CalArts today hence the Professor like >>539748.
This also explains why everyone's having a problem with the new PPG style. It doesn't go full out different like Dance Pantsed. It's too similar yet it's adding the uninspired CalArts hipster fad style to it that it looks a Tumblrite just did a fan animation on PPG instead of a legit reboot.

That's a fair point, though part of the point I was trying to convey was how her lack of sense of proprioception and dexterity translates into her drawing ability. She doesn't seem to have a strong sense of placement when drawing out the character considering how other anons have noted the excessive amounts of feathering in her line work and some of her more indecisive taps at certain points. And looking at the quality of the actual show, I doubt these problems are caused from being on camera alone.
Even then, this sort of thing seems extremely common among the animators currently working for Cartoon Network and some of the other studios. Though if was a matter of social anxiety you'd think that whoever was in charge of the promotional material would have the sense to use a character designer whose more comfortable in these kinds of situations.
