Considering I see a lot of Anthro and Kids I would want to shy away from both of those as main characters.
Most seem to have a slant toward the left of the ideological spectrum so that also helps narrow down how not to write.
Since most are aimed at kids I wouldn't aim at kids.
One of the biggest restriction is that this cartoon actually has to have TV viewers and we exist in a day and age when only the dumbest people still subject themselves to television programming.
The other biggest restriction is "cartoons are for kids" so factoring in both of those it has to be aimed at kids.
And you gota sell some god damn toys.
I wouldn't want to pitch an idea if it meant jumping though hoops like that and those hoops are why there is nothing original and refreshing.
I'd take something Japanese and try and westernize it and not in that faggoty "check it out, japananimation style XD" shit that is done every time.
I think it would be pretty fresh.
I would try and legitimately disguise what it is making no allusions to Japan in the slightest.

I've brought this up on this board many times.
This has been attempted many times by the west but I now believe the problem is my hypothetical boardroom so even if it gets made, its garbage.
With things like Harry Potter and Sabrina the Teenage Witch being more ingrained in the zeitgeist than Sailor Moon or Card Captors it could help make it not seem like a Japanese thing.
That pitch would be hit with comments like
