I feel it is kind of both. A figure like Batman was needed to fix shit up, but at the same time, a lot of shit that happens in the story is caused by Bats being there. The most obvious being the Joker leaving his weird vegetative-like state because Bruce went back to being Batman.

I'd say that the story's position on vigilantism is irrelevant, even though it's generally a pisstake of the 80's.

The media segments definitely aren't ambiguous on the matter though.

It treats Batman in an incredibly heroic light even if it does acknowledge the irrelevance of what he's doing and the problems with what motivates him (basically being a midlife crisis). I'd say it's more about an authoritarian local government (represented by Batman and later the Sons of Batman) vs. an authoritarian federal government (represented by the Preisdent's henchman, Superman). Basically a question of where force is being imposed from, the people living in an environment that calls for force or a detached administrator trying to impose his will upon them.

Honestly, pretty clear as messages go; no one can really judge without knowing the full context, but at the same time, everyone involved makes damn well sure we CAN'T know the full context.

Miller has at some point pretty much admitted that Batman is insane, a Don Quixote who happens to be competent- and in doing so, maybe he has a point, or at least says and does some very good things, even though he does bad things as well. Which, well, is kinda the whole point.
