Yes, the party defending successfully does seem to kill war efforts eventually.
The questionable part is that we were discussing if we should get involved in a war in the first place. The reasons that's questionable is because KoE hates people talking about things they haven't approved in advance.
The corrupt part is sending spies and declaring wars and disregarding diplomacy and racketeering.
Which is fine, because none of that is against the rules of the game. It was still a hopeless war, made worse when they decided to spread out their focus.
