Yes, there is a conspiracy, in fact there are a great number of conspiracies that are all tripping each other up. And all of those conspiracies are run by paranoid fantasists and ham-fisted clowns. Also for you holocaust deniers, when it came to millions of people dying that quickly before truly modern times it was sort of hard to keep track. Censuses are notoriously hard to parse. That's why the numbers can be a little fuzzy. Especially with children or anyone else who doesn't pay taxes. Hence the confusion as to the percentage of the human population that the bird flu killed, in Europe alone.

They were initially only used on those deemed to sick or weak to work. This started with the portable carbon monoxide chambers. Towards the end they ramped up the killings, along with burning as much evidence as they could. Everything was considered state secrets.
