In the past, the picture of Piccolo dick would be posted on /v/, and the user banned, resulting in people wanting to bring the image back to people's minds by posting various pictures with green/purple in them The Hulk or Barney. The original Piccolo dick picture being posted every day as a way of refreshing the image in people's minds so that whenever they saw green and purple they'd think of his dick. I think he is sort of a lolcow but sort of not, he's basically every stereotypical hipster these days, he comes from a rich as fuck WASP family, and because of this isn't able to realize that the only real oppression in America today is class based he goes on crazy, selfhate fueled rants about how minorities are oppressed in America when that's really not the case.
