Anime is drawn by people with actual talent, but animated at framerates that make 3d Movie Maker look smooth and fresh. Granted 3DMM animations were mocapped at 24FPS but fuck if windows 95 era machines could do better than the locked 6FPS.
"Normal" cartoons are drawn anymore by talentless hacks for the character designs and concepts, then sent to korean sweatshops to be redrawn and animated with computer programs and somehow even then have lackluster animation, but it at least runs at better than 3FPS.

Just compare Battles from saintseiya to Dragon Ball, since in sain seiya they use aemor characters barely move, nowadyas they just make mechas flying bricks or go with 3D models.
