The time limit thing is only applied in certain cases, plenty of people are on there for life.
I'll have to check into this to see if I have my story straight but I'm pretty sure he's not 100% off the hook even at this point. He doesn't have to do all that bullshit of constantly registering at the sheriff's office and going to sex offender counseling but he may still have to abide by certain rules.
Like I don't think he can open a daycare or start working as a camp counselor without getting in some shit for it. Obviously a background check would keep him out of most jobs like that anyway but I'm not sure if he is really allowed to even try to work around kids.

So apparently each state has a FAQ about their registry and most that I saw had information on how to get in touch with the person's case manager/parole officer.
