This is Ethan Ralph, ever so slightly better known as The Ralph Retort. He's a mudslinging blogger who fights the good fight against filthy ecelebs and SJWs.
As you can probably imagine, he isn't well-liked. Although initially tolerated by GamerGate, most of the people in it disassociated with him due to his flamboyant antics and the fact that his only claim to fame was taking stories related to GG and making them more clickbaity.
Ralph helped create GGrevolt, a subfaction of GG that was ostentatiously made to "retake" GaymerGate from "SJW corruption" the board actually served as a hugbox for the most psychotically autistic members of GG who were too retarded to socialize with other people, even through the internet.
GGRevolt's primary function is to harass and fling shit at "ecelebs" who have hurt Ralph's feelings by being more popular than him. You might know it's users from all the times they've tried to shit up /cow/ with subpar threads and a flurry of butthurt shitposts whenever they're indirectly insulted. Their other function is to suck Ralph's dick as much as possible so his fragile ego never has to face reality.
Nearly every board on the site has wordfiltered his articles out because his retarded fanbase keeps spamming them, and they never have any new or valuable information - they're just him regurgitating existing stories and adding really lame insults to them, not unlike a Gawker article.
If you want to "julay" him, you can easily do so by insulting him in any of his frequent mating sites and calling him out on his retardation. Be careful, though, because despite having no skills or talent of any kind, Ralph still has a small collection of retarded fanboys who will attack you on sight for insulting their tubby, neckbearded god.
