Cro_ pretty much spent every stream just opening cases in a really bombast manner and would overreact to all the cheap skins he would get. Sometimes he'd break stuff and dance real silly so he got a lot of attention. I don't know what you mean by a donation war, but I don't think he ever had sub or donate options outside of accepting keys. But, definitely one of those guys on twitch who would throw away thousands of dollars and not even play the game. So, no reason to care.

If people really cared they'd all jump ship to faceit/cevo then Valve would be forced to alter their system in a way that would encourage players to use MM again.

I haven't done it yet but I think the best option is to have cheats on reserve, both to check if the player is really cheating and to counter it if you must.
I play with cheaters in my lobby all the time, none of them have gotten banned and it's been years now.
