ESEA has matchmaking but you have to pay for ESEA.

CEVO has ordinary PUGs, not matchmaking.

FACEIT is PUGs but I think there might also be matchmaking, via some weird gaming client they are partnered with or something. Never tried it myself.

Beyond that there are private "unranked competitive" servers you can play on that may also have their own anti-cheat measures and a community less likely to cheat.
