It seems to be an attempt at preventing people from getting scammed at best, and a way of preventing people from paying for skins outside the Steam Market at worst.

The really terrible thing though is that Valve blacklisted a bunch of servers after they already complied with removing the plugins.

I heard it might just be a temporary blacklist though. We'll see.
