for what concerns non-surgical options, make sure to stretch the ring of tight tissue, possibly after bathing in order to relax the skin a bit more. This is likely to become a daily thing to add to your routine for it to work, and will surely take plenty of time. A step harder would be getting a steroid cream, which needs dealing with doctors, and would still require you to stretch. Progress depends on the severity so it's hard to give an idea on how much you'll have to keep doing it. Either way, the more the better.
I also think you may be able to find specific exercises if you look up how to stretch.
For what concerns surgical options, excluded circumcision, you still have the possibility to get the phimotic ring cut in a fashion that makes it more relaxed, e.g. a vertical cut on it that gets sewn horizontally, or a split on the foreskin - which tends to lead to unaesthetic results, as you'd likely end with two flaps of skin.
Whenever dealing with surgeons, the treatment you'll get recommended is mostly up to them and what/how they know. GP might not be convinced to give you creams either, so there's that.
