There are probably fragrances that you smell all the time that subtly alter your perception of those around you but your brain filters out the evaluation process. Yes there are some fragrances that repel you, but that's why you test them out before you buy them. Fragrances need to be updated with the times/occasion just like fashion.
If people are walking around still wearing Chanel no 5, Lancome Magie Noire or Yves Saint Laurent Kouros, then yes they will smell weird, just like if someone walked past you wearing a full Edwardian getup with a powdered wig or something, it would weird you out. But unfortunately people know nothing about fragrance and just wear whatever their parents buy them or what smells good on a test strip or is affordable, so they end up with stuff that is loud or 'classic' but not with stuff that will enhance their pre-existing modern aesthetic.
And on the subject of musk, yes, that it a very outdated note in perfumery. It can be handled in a way that is 'timeless' but anything with a strong musk note is going to be divisive because it reminds us all of our grandparents or something.
If you want to smell modern-masculine, go for something with a dominant Tonka Bean note (somebody already mentioned Armani Code, the men's verison of which is mostly Tonka) as this is very in fashion right now for young men's fragrances.
If you want to smell girly, fruity fragrances are the way to go. It might sound like a horrible idea, but if you are on a budget, basically any celebrity perfume for girls will do. Britney Spears, Taylor Swift and One Direction have good options. For something less embarrassing, the Marc Jacobs line of fragrances (Daisy, Dot, Honey) are perfect examples of youthful feminine scents that don't repel anyone.
More androgynous choices might include something with amber or vanilla. Dolce and Gabbana The One for Men (not women) is a good scent that smells like candy. Prada Candy is a gorgeous caramel scent. Food is pretty androgynous as far as I'm concerned.
