Might have something to do with different regions of the USA, meaning different religious demographics. There are probably states where it was barely done at all, and other states (like in the South) where it's almost universal. Maybe 25% is an average, but it certainly doesn't look that way from where I'm standing. I was circumcised when I was old enough to remember, at around 3. I didn't know what was going on at the time, I never really looked at my dicks or remember how it looked before getting cut, but I do remember after. I guess traumatic memories are more ingrained. I thought I was the only person that happened to, or that it was the equivalent of people who no longer had body parts due to amputation.
