You know I thought about your picture and I think it would be wrong for you to try to stop your friend from crying. That would be trying to manipulate them. Crying is like laughing. If someone laughs at something you said, you don't try to force another laugh or get them to stop laughing. It's just their genuine emotion and our culture's need to stifle it is kinda alarming.
"It's okay. It's okay. Stop expressing yourself because people are looking or it makes me uncomfortable."
Crying is an involuntary signal that something deeply emotional is happening for you. Like gasping is involuntary and it sends out a signal (whether you like it or not) that something startled you.
It's not something to be stamped out but asked about, and if the emotion continues then it should continue, but questions are the things that resolve what's going on.
