It's not a citybuilder per say, and not ever coming, but Red Alert 3 mod, Paradox, which got cancelled unfortunately, had a Mediterranean Syndicate faction. It was a pure classic cyberpunk with all the Japanese influences replaced by Mediterranean/Ancient Greek and Roman. The gameplay was planned to be very citybuilder-like, for instance instead of base walls, you'd build "Company Housing", that is, large square structures that soak up a lot of damage, block vision and fire, and there were Vias, roads to boost vehicle movement speed. Oh, and there was plenty of shway stuff, like the most basic units, Auxilaries, were just hired street thugs, and there's monowire used by the infiltrator specialists and traps. As a Rift owner, you don't even know. First-person vidya can only get you off so much. I desire nothing more than an RTS where it's like I'm looking down at a table top, and a citybuilder would suffice well enough.

Seriously, D&D (and all tabletop RPGs) were derived from tabletop wargames, so why isn't there a VR tabletop yet?

What I want to see is a cyberpunk city thing sort of like SS13.

Take a few playable factions, say, drug-runners, terrorists, hackers, aug-recyclers, police/city officials, various corporations.

Each one would have different objectives and may or may not work together. Say, perhaps a guy working for a corp wants some extra brouzouf on the side so he diverts some resources for a gang, who are trying to buy off the police hunting for them.
