What about a setting very, very far in the future, but where technology is not well distributed at all, so most of humanity still lives pretty much in a distopian /cyber/punk world, where technology is indistinguishable from magic or nature, pretty much NOiSE.

Literally the opposite of this. Go more realistic.

With NSA/Snowden/XKeyScore, Tor, Russian cyber-crime and all that shit, the real world is already as much of a cyberpunk setting as you could ever want. Implement a cyberpunk novel set in the now of today, with maybe some big event (ISIS terror attack in your country's capital city, that ends up being controlled by CIA puppetmasters ??) to trigger the first plot event.

Remember the fundamentals: High tech and low life. It's just noir with drugs, computers and having watched a few episodes of Vice.

Sure, throw in whatever bleeding-edge technology and developing subcultural phenomenons you turn up in your research, but they're just trappings; story structure, pacing and characterisation are still what makes it work. The Difference Engine, which practically created Steampunk as a genre, was Gibson and Sterling testing the assertion that the Cyberpunk structure is viable, even when transplanted into Victoriana.
