I need good ideas for NPCs, /dandgeneral/.

My ADV is on Zakhara, the southern continent in Forgotten Realms. It's a story involving a race to find an old item, in which one of the sides racing is a local provincial government, that is basically enslaving the local people to work and find that item.

I already got the governor, I need good ideas for 3 of his officials and 1 local character to help the group out.

PCs are levels 9-10, 5 member group (1 tank, 1 healer, 2 DPS, 1 bard).

You can use a tyrannical mining supervisor, a spy network chief, and an old sorcerer/wizard behind the quest. He could be influencing the governor or having an otherwise fucked up relationship with him.

You could use a young rogue as the local help-out character. That "goin' round the obstacles of life" kind of person.
