IT uses it to track the general usage of the printers. It's more of a statistical thing than anything else according to them. Though they've said that they use it to check for abuse, but I've never heard anyone say they've been tagged for it. I think it's probably also there as a psychological deterrent for overusing resources, but that's just opinion.
