We have to acknowledge that the time lords granted him a new set of regenerations.

In order to become Capaldi's Doctor, Smith would have to regenerate and to do this he would need to use one of the new set. Effectively making him the Hartnell first Doctor equivalent of the second set of regenerations.

Realistically, antimatter could only be used as an energy dense storage medium. Making antimatter has to use at least as much energy to create it as you would receive from annihilation. So generating antimatter in flight is useless you veer off into perpetual motion machine territory. In that case you wouldn't have particle accelerators on board, it would simply be used like fuel. You would just need a fancy box to contain it, and a mechanism to lump it together with some matter and collect the energy. It would be impressive tech by today's standards, but basic stuff in scifi.

Yeah but I imagine that Moffat feels he's told every story he wanted to tell by the end of his run. He wrapped up every loose end from RTD's era, Classic Who, as well as from his own era. He's written for the First Doctor, the Fourth Doctor/the Curator, the Fifth Doctor, the Eighth Doctor, the War Doctor, the Ninth Doctor, the Tenth Doctor, the Eleventh Doctor, and the Twelfth Doctor. He wrote for two Masters, Davros, the Great Intelligence, and Rassilon. He got to the 50th Anniversary special as well. I think Moffat's satisfied enough after that.

I was trying to think of any "major" characters or concepts from Classic Who that have yet to be brought back in nuWho last night and all I could think of were Romana, the Rani, and Omega. There's the Valeyard, but Moffat had the only opportunity to bring that character back in Eleven/Twelve's runs and chose not to, and it wouldn't make any sense for the character to appear now.
