Series 11 would be my first choice, beyond that maybe a season from the Baker/early McCoy era. But I think judging Classic Who by season is - for the most part - stupid because there are rarely proper arcs and companion arrivals/departures aren't split across season boundaries. They're essentially a collection of stories grouped together by chronology alone.

Low key 3 reasons-

1.it put series 11 out of its' misery

2.it didnt have a bullshit last minute super power ending: the doctor did some shit, but everything that made the ending happen was introduced more than 5 minutes before hand

3. Graham's character arc resolution, while yes for some reason copying Tim Shaw despite the stern talking to earlier, managed to not undermine the catharsis of Graham and Ryan working together and showing their progress as characters over the season. Especially after graham got fucking tortured in It Takes You Away. To deny that for a moment there was actual chemistry because of the "it makes you like him" moment earlier is kind of nitpicking.

Does that last point save the episode? Nah. But having 1 point of genuine emotion puts it fucking miles above Ghost Monument or Tsuranga.

I think that the reason 9's outfit works so well in his favour is that both 9 and his costume are so far removed from every other Doctor before it, both in a fashion sense and in recognisable identity - if 9 barely sees himself as The Doctor any more a good way that this feeling would manifest is through his dress sense and physical restrictions like his hair. No previous Doctor looked like 9 did because no previous Doctor felt like 9 did. I remember 9's outfit getting a lot of flack at the time of first airing but looking back on it now it's absolutely perfect and it suits his character and physicality as perfectly as 3's crushed velvet jackets, 4's scarf + hat and 6's technicolour dreamcoat.

and the "scary" bits that everyone's thinking about could have been concieved by anyone who had seen terminator 2

all the subtler stuff, like the character work and how the episode was framed as a battle between classic doctor who and the american millitary sci-fi with high production values in stargate and whatnot that people were inclined to accept as more "realistic" back then certainly helped, but it's the "dalek attack" bits that the complainers seem to be recalling

I cannot roll my eyes higher at this type of criticism and suspect more and more it's a case of fan compensation for what is generally regarded as a children's show, and characters within it that have been memes and jokes since their inception in the 1960s. "I'm Gonna Spend My Christmas With a Dalek" came out in fucking 1964. Yes, the Daleks have legitimate presence and stature in many stories, and are codified as something frightening, but they have also always been toys and jokes and memes and to pretend there's some core unabided horror icon in there that Moffat or RTD or whoever obsfucate with their writing is ridiculous. The examination of fascism through merchandising and ritualised defeat in Jubilee is infinitely more valuable than vainly "trying to make the Daleks scary again". The overflowing symbolic value in the S9 premiere is infinitely more valuable than "trying to make the Daleks scary again". We're not children.

in the 60s the daleks gained aesthetic power from making horrifying the unfamiliar shock of modernity. they blended the memory of fascism with the extistential threat of nuclear annihilation, the fear of the unknown inherent to space exploration, and the cold, mechanical look and attitude of the new appliances through which the modern age manifested to the general public. there wasn't really a clearly defined "direction" from which their evil manifested from, like davros's "space hitler" gave them, though fascism was the element which made them definitively "evil" rather than merely frightening

the degree to which these things have concerned people has only reduced since the 60s. RTD's brute-force melodrama may be the only way they can still be made to connect to mass audiences, even though moffat's "evil made incarnate through science" approach recognized their potential better

that and victory irreprably destroyed moffat's dalek cred in the eyes of the general public

This type of aesthetic consideration is a good repudiation against Peelesque attempts to conflate all their permutations in a confining way. But the idea of "Moffat's Dalek cred" is ridiculous, it's reductive to boil down what RTD and Moffat did with them down to just melodrama and science, and I think nothing worthwhile is lost by losers still verged about the skittle Daleks closing their ears to what the S9 premiere, or even fucking Asylum (not even a particularly good episode), was doing.
