Why does /doctorwho/ NEED to be active? We use it for random things like formulating pranks plus as a retreat space for when live/who/ gets out of control, and then move back to /who/ once things have died down. There is no point in change for the sake of change, /doctorwho/ has its purpose and that is not to permanently replace /who/. You will never convince the entirety of /who/ to migrate here, because there is absolutely no reason to.
