He kidnapped the Monk from the Time War and begged him to help him fight the Daleks. The Monk won't agree of course, that's just natural. The Doctor then put on some timey wimey things that threaten the Monk. A 'do it or you'll die' scenario. The Monk has no choice and they fought the Daleks. They won and the Monk sworn revenge leading up to the events in Death of Lucie Miller.
