Goto speedtest.net to find out what your upload speed is in Megabits (Mb/s). Multiply that by 1000 to get Kilobits, and then multiply again by 0.7. This gives you 70% of your "upload capacity", or about what you should set your bitrate to. For example, if you have pretty shitty internet like me and only have an upload speed of 1 Mb/s (125 KB/s), you should set your bitrate to around 700 kilobits/s (or about 87.5 KB/s).
If your lagging in game, lower your bitrate until you don't lag anymore.
