you actually have no clue what you're talking about
first of all, at the start of 6.83, juggernaut was the problem hero. by the time 683c rolled around jugg had been addressed but troll was not nerfed in either b or c
furthermore in 6.83 troll WAS buffed in one direct and one indirect way
directly, his fervor stacking was fixed to start at 1
indirectly, max attack speed was changed to 600 from 500 (at 25 WITHOUT ITEMS troll can reach 403 ias with fervor and ult)
and troll mostly got his power from the dominant items (being mostly cheap stats on agi carries, into lifesteal+skadi)
aquila has been core on most agi heroes since 6.80 (and grants troll all the mana he could ever need despite a pitiful int gain), SnY slowly crept up to being the ultimate run-down item (combined with a movespeed bonus from melee form and phase boots, a troll could reach haste speed on 50% uptime)
these various strengths combined with two separate skills on 17 and 12 second cooldowns respectively that GIVE VISION and an incredibly powerful laning phase thanks to the bonus damage of melee form (and the damage given by the aforementioned cheap items) made him an incredibly powerful safelaner, especially good combined with certain other heroes that were good at the time, especially sniper and spirit breaker thanks to the global ias ult.
but he was still mostly relegated to the safelane. sure a mid troll can work but diverting for a bottle isn't something you really want to have to do. even the most powerful safelane is subject to the retardation of your own supports, agressive dual/trilanes by the enemy, or even your mid getting dumpstered
and so 6.84 leshrac. rapes mid in literally every matchup, farms faster than basically every other mid, has a 1 second slow and a 2 second stun which combined deals 560 damage for 280 mana
but its true that it's been a barely-noticed ramp up. every hero that ends up being 'too strong' ends up so slowly. he was strong in 6.83, but not particularly against (or with) troll, so he was mostly ignored. in lesh's case it's been small ulti and lightning buffs (and minorly the removal of composite damage in 6.82) combined with the worsening of bkb
re: tiers, you're wrong as well. Seeker's not that strong, lina and storm are stronger than you think, ursa's and warlock are not that strong, techies is stronger than you think, you completely neglected bounty and wyvern (though its tougher to win a game alone with those heroes)
