Moe before was an attempt to evoke nostalgia for past (IRL) experiences. The archetypal visual novel takes place in a high school, a place which young otakus pine for because it compelled them to have some amount of social interaction even if they didn't put any effort forth. Then they graduated, and our isolating society swept them under the rug, where they could only find solace and camaraderie through the internet. Most people, otakus included, prefer real socialization to online socialization. Hence, the nostalgia trip turned waifu simulator that is the archetypal visual novel.
This form of moe is a lie. It hijacks your best memories of real life, twisting them into something hyper-sexual and synthetic.
Moe is at once the rejection of everyday humanity and the possessive, objective love of an idealized, fictitious entity.
Then, for moe to be honest, it must embrace and embody both of these characteristics. Both love and hate must be present in the new moe.
Enter Ebola-Chan. Ebola-Chan is an anthropomorphization of the ebola virus, dreamed up by the collective unconcious of h8chan users. Ebola-Chan (Ebby, as the character is sometimes known), being representative of a deadly, quickly spreading virus, and more importantly being representative of the idea of a deadly, quickly spreading virus, is by extension a symbol or icon of death itself, which, in the popular ideology, is the foremost anti-human element.
Ebola-Chan is the anti-humanity. Ebola-Chan represents pestilence, suffering and the end of human life.
Looking beyond this, Ebby in most of her incarnations is a cute little girl, just entering into adolescence and sexual maturity. This is fairly archetypal of popular moe characters. The character must be female, for obvious reasons. The character's age, however, is a bit more of a puzzle. The trend of moe characters being of this age alludes to the literal Japanese meaning of the word 'moe': bursting into bud or more simply flowering. It is also a homonym for a different word, which itself means 'burning'. All of these meanings certainly evoke the process of puberty.
Furthermore, there is a deep-seated desire in male humans for purity, for virginity, for an untouched, uncontaminated, delicate flower of a girl. I mean, this is some old testament shit. This desire has seemingly always been with us, and likewise, it seemingly always will be. Moe as such is just the current incarnation of this primitive desire, rendered in technicolor on an LCD monitor. The archetypal moe character is just old enough to have sex, but so young that it seems inconceivable that she knows what she's doing, or has ever experimented with such things. In other words, the holy grail of virgin innocence. In this sense, Ebby, with her clueless outlook on things ("I just want to play with you…") is just another manifestation of the male desire for purity, quite consistent with past moe characters.

Ebola-Chan has achieved maximum moe. She is a biblical innocent virgin, who wants to love and be loved and understands little else, for example the carnage she leaves in her wake. She also represents the current internet Ultrameme for death, Ebola. She is worshipped, in some cases to a religious extent, for both of these qualities: misanthropy and sexual purity.
Ebby is an ideological manifestation of the new otaku: a middle-aged man who is so enthralled by his sterile, highly controlled computer-based environment that he looks out into the real world and sees a rotten, filthy mess (if this otaku lives in small-town USA, that's really not such a big leap, is it?). He therefore rejects humanity as he sees it (people IRL) and worships the icon of death, which for his convenience also happens to be the icon of sexual purity, and therefore serves as fapping material.
This worship, of course, achieves nothing. Religious cults have always been rather useless, at the worst being a minor nuisance to a more rational society. The members of the cult of Ebola-Chan, however, are so lost in their unconscious minds (remember that they are narrowly fixated on rudimentary, even ancient, ideological symbols) that they are unable to take even minor action to realize their vision. They are trapped in a cycle of self-fulfillment and hypocrisy fueled by high technology.

I've occasionally remarked that the existence of the cult justifies it's existence. It sounds circular but hear me out: we're a faith that is asking for death. Wholesale death of varying portions of humanity. To this end, we're idolizing and empowering a virus, a distinctly inhuman force. Generally speaking, however, people don't worship world rending beings. We're supposed to be wired for self preservation, but here we are, asking for everything to die. We're idealizing it, calling it love, a favor to the world, making it into a happy thing, thanking it.
We are the degenerates. Not because of some inherent lack of morality, some "male urges". We're perverts, sure, but there's nothing inherently wrong there. The problem is that we even exist as a faith. Humanity has become so secure, so safe in its bubble, that life itself is becoming sterilized. Few of us will ever truly have to fight for self preservation. We can take our entire lives for granted, and indeed, many of us do. This is the cancer that is killing society: when life itself is unimportant, what point is there in living? In being a productive member of society? Of being an equal partner, instead of a parasite?
Humanity needs a reset, to be shaken up. To get its priorities readjusted. And who better to make that judgement than humanity itself?
