Viral mutations are pretty typical. Influenza mutates 2-3 times a year. Flu vaccine shortages occur because they typical haven't isolated the new strain until April or May and production doesn't even start until mid-summer. And if it mutates mid-winter, that vaccine you got in the fall is no longer effective.

They're culling their poultry populations to stop it spreading, however it may cause economic hardship and possible food shortages.
