In your case OP i would just use TOR alongside linux Ubuntu as long as i am just doing normal browsing since windows 10 in general is really unsafe and not privacy friendly at all
Personally i wouldn't worry too much about the ISP or the government i would rather worry about exploits and other attacks as long as you're taking precautions and you're not targeted then you should be fine
Don't download from tor because
1) LE traps
2)You slow it down for other people
My set up is Mint and i encrypted the partion i am running it on using truecrypt also TOR privacy set on high with noscripts enabled
