Your ISP knows that you're using tor however tor data is encrypted so they can't see what you're browsing also you can simply prevent your ISP from viewing that you're on tor using either bridges or a vpn running alongside tor (I highly recommend Mullvad 10/10 vpn)
Don't stress too much about local governments they actually don't give a flying 1/8th of a fuck if you're doing sketchy stuff on the deepweb but that doesn't mean you should do sketchy stuff either or get yourself on a watch list somehow from some wiki leaks doc says that the NSA are having a hard time decrypting tor traffic so I don't even think our countries would even come close to trying so unless you're not fuckin with the interpol somehow you should be fine. Long story short they can get you but they won't because it wastes too much resources….
What I would rather worry about are targeted exploits and other attacks that's why Linux is your friend
