The solution, as any artist who does work for money knows, is to keep a schedule and communicate if something goes wrong with it. I'd be miffed yes if I got an email telling me the porn I've paid to have done will be delayed because reasons. But that is endlessly better then having to chase up an answer myself.
Not to say its all one the artist, buyers have a duty to themselves to find trustworthy and clear folk to pay. My mistake has been not getting a timeframe. That's wholly on me but it won't stop me from pestering if it's been a month and last time it took less then half that with no explanation.

Now if they go claiming it as their own, chopping/covering signatures, making shity edits and recolors, putting it on their own DA/HF/FF and possibly even trying to resell it, make some T-rex roars at them sure. That said, a few suggestions for looking to comm someone:
See how often they update. If they take long stints without posting expect it to take a long time.
Don't ask people to do something they have on their "won't do" list, they put it there for a reason.
If you have lots of complex details don't complain about extra cost, time is money and you're asking them to do extra work.
I would also add be careful about going for someone that seems to change styles constantly, it could be nothing but it could also be someone that traces and edits most of their work.

Most RPs I see basically allow saiyans to be characters "because reasons" but the best ones usually fudge around with the idea that it's silly to say a space faring race was all on the same planet at the same time. You can even play around with the idea of ones that descended from groups lost after the first few attempts of them heading to space. So I haven't got any commissions of my character in around 3 years or so, so I start trawling FA and looking at the artists I follow. Lo and behold, two artists I follow are doing emergency commissions of $30 sketches.
I jump on that straightaway, because why not.
I told one of them I just wanted my character done up in a certain setting, here's character references, here's references of the setting, work off that. I gave the other one my references and then said "Oh, go nuts."
This was in May.
I sent one of them a message on June 3rd asking for an update and they're like "Oh babysitting troubles, 3 weeks at the latest", so after I came back from holiday (which was around 2 weeks ago) I'm just sitting there stewing, send them another message at the start of this week and they tell me "It'll be done this week, sorry." while the other artist said "Oh it'll be done this Friday."
So I'm just sitting there staring at FA artist submissions this entire time and they're still cranking out art, just not of my commissions.
Do I just give up and get the refund?
tl;dr version: Got commissions 9 weeks ago, keep on getting given deadlines that they haven't even attempted to meet, only feedback I've received is after I send them a message that's like "Hey what's going on, any progress?" and I just get told "Oh it should be done at this time. The website is extremely ugly and hard to navigate, chapter/story titles and descriptions have arbitrary and ridiculous character limitations (500 characters to describe my entire story in detail? Sounds good!) and reading the black on grey hurts your eyes after a while.
But just try finding a better alternative, you know? It DOES exist but it's Fimfiction, which lets you subscribe to fetish groups and notifies you when new stories are added to that group, shows related stories when you finish reading something and has an amazingly active and supportive community that gives tons of feedback. It has one of the most amazingly well-done setups for a story-based site I've ever seen. But obviously it's not gonna be appropriate for most people. I recommend going for artists who are in the same vibe as you are. It's very hard to get motivated to create if you don't like the fetish, no matter the money.
Also agree to everything before hand. Number of revisions, deadline, price, updates.
Don't feel uncomfortable negotiating these kind of rules. All Pros love to know their constraints and schedule. The back and forth before the commission is important, if you can't playfully argue with them about what you want, drop it. We like to be super clear about what we are going to do, and those who don't like to be told what do shouldn't to commissions imho.
If they feel too awkward and insecure about specifics they probably won't deliver anyways.
Also take it easy and have fun. Sometimes I just pick clients by their attitude, not by the money itself.

Alright, OP again with a question for folk. How long is an acceptable wait before you turn a mostly-finished piece out to other artists to complete? I've got two 90% done images missing only inking, paid for and largely satisfied with. It's been almost two weeks without so much as a whisper or update anywhere else.
So close to complete and with no word of trouble I doubt the artist just cut and run, but if nothing happens within another week would it be terrible to inform their address and then farm out the colouring?
