Adding to that, numerous profiles have been, in the past and present, banned wrongly for evasion and allowed back after an appeal.

It has become so frequent that users are passing it off as a routine event and tell people to just file an appeal to say you have never been banned.

To give a little more insight into the IP situation - while I have no idea what F-List does or has as far as tools go, I can give examples based on how 8chan works to give you an idea of how far IP addresses go.

While we don't get to see IP addresses, Volunteers and Owners can see codes that correspond to each poster's IP - think ID codes used on boards like /v/, but persistent throughout the board rather than only being the same in one thread. In other words, I can see every post made by a specific poster on this board from that specific IP address by clicking a little link next to their name. In other words, I can tell you that
