Why bother, TPP won't do shit
Odds are it will, but even if it doesn't there will be a new TPP. Companies are "losing money" with all these pirates, do you think they won't try to fuck us over each chance they get? We are now doing what we already should have had: preparing for the worst. Even if nothing happens next year, what's to say that it wont happen the year after?

IPFS is entirely encrypted, as well as fully distributed and decentralized all the way to the datastore. It is also compatible with i2p and tor for anonymity. Ethereum runs on top of ipfs to provide full dynamic content with smart contracts, but that doesn't matter when we're interested in archiving.
i2p is only decentralized and distributed in the routing. If you host content over i2p, people must access it by connecting to you and nobody else. Nobody can cache the content for you either. This makes the situation only a tiny bit better than clearnet torrents (which aren't anonymizing).
Gnunet and ipfs are on a whole different level in terms of keeping data alive and seem to fit much more closely with the goals of this project.

Fairly easy. There are instructions on ipfs.io and a list of precompiled binaries. To publish a file,
ipfs add <file>
For folders,
ipfs add -r <file>
Or through the webui, go to localhost:5001/webui in your browser, select the files tab, and drag'n'drop any file or folder.
You can also assign a dynamic name so that the latest version of your upload can always be found by doing
ipfs name publish <hash of the file or folder you uploaded>
Gnunet is much harder to setup and requires a lot of fiddling on windows, but once installed it's a matter of doing
gnunet-publish <file> -k <some keyword> [-k <some more keyword>]
Although it does not support content-based addressing (content-based addressing means that if two people upload the same file, they both act as seeds for the same request rather than serving as seeds for requests to two different files with identical content). On the other hand, it comes with an anonymizing solution out of the box, and like ipfs, is fully distributed and decentralized with full encryption.

ipfs speed was good enough to livestream 720p videos. gnunet took over an hour to transfer a 2mb file. That's not the main issue though, the main issue is that it takes forever to even get a handle on the file before you can start downloading it.

As long as there's at least one person online who has the file pinned it's available. Moreover, if all the parts are available in people's cache, even if the file is not pinned by anyone, it's available.
Basically, http offers a spectrum of operation that smoothly moves from http to torrent as more people care about your file. If nobody cares, you have to host the content yourself. If many people care, you could just delete it as it's alive in cache and pins around the globe.
