It makes semi sense for the Indy 500 and for Le mans as they are twice as long as the other races ( 4x in WEC) they are also the huge feature races. Winning those races is bigger than winning the championship (despite IndyCars best efforts at fucking shit up)

When "push to pass" was originally introduced in ChampCar, fans hated it. So the series decided to officially call it "power to pass", to make it sound like it was an assistance, not a free overtake button.

IndyCar on the other hand, officially call their version "push to pass", because they don't care that their racing is artificial.

Not sure about the superlicense situation but Haas is probably looking for experience/marketability in their drivers. They need someone with F1 experience to help develop the car and to grow interest in the US and Frijns doesn't really deliver on either count. Don't get me wrong, it's a travesty that he never got an F1 drive, but I see JEV/Gutierrez having more of a chance.
