To be fair, the williams was a bit of a dud that year and adrian newey was on the way out due to that and the awkward management structure shared between him, frank, and patrick head.
Also benetton/tom walkinshaw/flavio bought ligier the year before in a chassis more or less copied from benetton in order to have more milage of the chassis with the renault engine, which, while illegal, was actually a smart move.
