It's amusing to see them trying to fix Hamilton's dominance without being able to touch most of the rules because daddy Todt wouldn't want anyone to touch his artificially limited hybrids and babby DRS "push to win" button. And if even if he let them touch any of those two parameters, chances are teams would be against it.
That proposition is clearly aimed at trying to get ham to the mid field, which wouldn't matter as even starting from the back of the field he can get a podium and probably win the fucking race. And you can imagine merc having their drivers slow down for the last few laps so they are only seconds before the ferraris and get minimal penalties.

do we have a read on what the optimum strategy will be? last year was a one-stopper but the supersoft wasn't available.
it would be nice if FOM or some other authority kept a current list of what fresh tires each car/driver has left. Ferrari saved a set of supersofts for Seb and Gimi vs. Mercedes in Q3 but it's unclear what they used in the rest of quali. safe guess is that the top 4 each have the two fresh reserved sets(1 soft, 1 medium) for the race and will obviously start on the used Q3 supersofts, whereas the Ferraris will have an extra set of those each. no idea on the scrubbed sets but they will obviously have a lot of supersofts from quali. number of used softs might prove important on a 2-stop vs. 3-stop if Ferrari goes for it
