What is the best machine for working in metal?
I'm guessing it is not an additive process so i have no idea so it may be sintering or something.
I am asking because I am trying to get a rough estimate for the total price of a small, completely independent community. one that cap produce everything it needs from food to computers.

Depends on the kind of part you want to make.
Either CNC mill/router, or CNC lathe.
Lathes are probably the most versatile.
Also you can 3d print a prototype of a part and then cast it.

Sintering is actually an additive technology. I don't think it's feasible for a hobbyist though.
