Are you telling me that the cost of employing the very few people required to maintain the machinery and replace old hardware occassionally would be an unacceptable burden on the local tax rate? Seriously?
Because I think you're full of shit. And I think it would work. And I think that if it can be done on a small controlled scale like that, then there's no reason why you could not scale it up for the Isle of Mann. Perhaps it wouldn't work across a continent, because then Eastern Europeans would steal bits of the track and sell it for scrap, but for urban areas it should be an incredibly efficient and useful system that allows greater utilization of labor and goods.
