First, he's got the highest execution demand I've ever witnessed in a fighting game for basic moves. I don't have a problem with this, because I can do crazy timing shit, as long as I don't have to do them in combos. Shoutouts to Knee, GBC, SPOD, 666P, FFP+K P+G.
Second, he doesn't have the same kinds of strings as other characters, which makes him a bit hard to learn. This doesn't effect high level players, but at a low level, it's something to consider. The strings and moves he does have are very obvious, however. Not much deception there.
Third, he lacks very basic tools the rest of the cast has, like strong lows, roundhouse attacks, safe moves with range, ect.
To make up for all of this, Akira is extremely fast, has insane damage, has great grabs, possesses the KNEE (which I think is the fastest launcher in the game, if I'm not wrong), applies pressure up the ass, will just counter your ass if he guesses right, and can fucking break your guard if you try and play defense.

A little history for ppl who don't know bout the reasons for the variation of the two kyos; classic kyo is the dude in the white jacket, he originally used a ground fireball, and a super that filled the screen with fire pillars.
However before the events of kof 96'; kyo challenged Goenitz and was defeated and so kyo developed new moves, trading his ground fireball for very effective rekkas and a even intense screen filling super. And for some reason he gets a white jacket.
I believe the reason why Kyo's movest was changed was to differentiate him from Iori who uses ground fireballs.

SFII hit the market first and was making bank on people's quarters all over the US so arcade owners just bought it because that was what people wanted to play. The number of Neo-Geo machines available compared to the the number of CPS-2 Boards was just small despite Capcom cabinets being more expensive because if an owner had to choose between a CPS-2 Board which was more or less sure-fire way of making lots of money or risking with this other slightly cheaper fighting game, they'd go with the first (especially when Fatal Fury didn't do so great). When they bought Neo Geo cabinets, they'd go for other franchises such as Metal Slug since it wasn't a fighting game and had the potential to attract another kind of crowd (since the Fighting Game players were all playing SF).
Neo-Geo MVS boards were relatively cheaper and more cost-effective as they work with ROM Cartridges so it was easier for owners in China/Korea/SEA/Latin America to get one with multiple slots and just change cartridges - or later buy bootlegged ones with multiple games burned in the ROM - which accounted for their bigger presence outside of the US.
Along the same lines, the majority players outside of the Japan/US never saw a MvC2, CvS2 or SF3 cabinet as getting those boards were ridiculously expensive and hard to pirate (which even was a problem for the availability of Super Turbo and Alpha 3) so to play the newest shinier thing, or a fast paced fighting game, you'd play KoF outside of the US while in North America you had newer Capcom games to play at arcades.
On top of that, Capcom knew they had something big in their hands worked hard to actively cultivate a brand that was part of the pop-culture of the '90s in the US with comic books, cartoons, a movie, toys, etc. In fact, thanks to licensing they also managed to get that in Latin America and Street Fighter is actually more popular there than KoF with the general public (as around and you'll find more people who know who Ryu & Ken are than people who know who are Kyo & Iori) although with the actual people who play fighting games KoF is bigger.
This is something that SNK didn't do in North America (they got the OVAS dubbed but that was it) and they are still not marketing that shit properly two decades later (fuck, Skullgirls had better marketing with far less resources). By late 90's, when they actually started to TRY market the games they actually focused on the markets they were stronger - i.e. not North America. The anime boom also happened way before in Latin America (and even before in other East Asian countries) which made players more comfortable with the aesthetics of the game.
Last, it didn't help that the first KoF to reach the home-market in North America during the golden-age of Fighting Games was KoF '98 for Dreamcast and the only other was KoF '99 (also for Dreamcast, released in April 2001, literally the month after Sega discontinued the console) - the fact that they came years later after year of the title also made seem they were already outdated.
The home-market was a huge blind spot for SNK. The previous releases were overwhelmingly Japan-only and most were for consoles that had a minority of market share such as the Neo-Geo AES, the Neo-Geo CD and the Sega Saturn - it only got support in consoles that people actually owned in NA when SNK started releasing collections in the second half of the 2000's and it happened almost stealthily with little-to-no marketing. While in China/Latin America, rampant piracy made it easier to acquire and play some of the these Japan-only releases (like KoF '98 for PSX).
In all, SNK never had much momentum in North American market due to having to compete directly with Capcom - which was far better financed - and overall poor business sense.

It amused me to death how I got Nightmare Geese and Igniz on EditRandom playing Team Arcade.
