Sounds fairly specific, the only one I can think of right now would be Essential Killing by Skolimowski, I guess the lead character is pretty alienated in a foreign environment in that one. I didn't find it that great though.

This fanmade trailer gives away most of the movie, but doesn't it look like fun? Un homme est mort AKA The Outside Man is a cool LA crime flick with a bitchin funk score from Michel Legrand. Briefly mentioned in the documentary Los Angeles Plays Itself.

Featuring a pre-Jaws Roy Scheider, a very tan Ann-Margret, and the alienated foreigner Jean-Louis Trintignant.
