I'd like to try Noopept. Also Modafinil, but it's kinda illegal. I'm not worried about addiction at all, as being kind of a poorfag, I couldn't take them daily, anyway.

I tried smoking too, but the effect of one cigarette was negligible. Same with energy drinks. If I down an entire 1,5l bottle in an hour or so, the "best" I get is a racing heart. Caffeine does absolutely nothing for me.

That all depends on the nootropic. Its a very broad term that includes all sorts of different chemicals. From stimulants like modafinil to racetams to things like huperzine and Ginko biloba.

Most of them do not have permanent effects. An experiment peptide called Dihexa may have permanent effects.

Being 16 with a brain still developing, if I take one 800 mg of it with 50mg of Caffeine every 12-24 hours a day would it have that much of side effects, given that I don't do them for too long or do them with on and off cycles given that the recommended daily dose for those who actually suffer illness is 7200mg a day?

I have tried oxiracetam, aniracetam and pramiracetam, out of those only pramiracetam made me feel different but it also made me think in a very robot-y "lets go study now" fashion. Needed to drink lots of water with it to avoid headaches, good for reading lots of material and retention, shit for creative tasks. Noopept however, is fantastic. Just elevates my awareness and memory a couple of notches and dissipates brain fog. Visual memory is much improved. 15-20 mg is enough. I only do it occasionally as I have found out I can feel a bit brain fatigued the following day if I study for several hours on noopept. Great for short intense stints of studying. Liftmode has very good quality noopept. Tried L-theanin as it is said to modulate caffeine so it doesnt give me the restlessness/jitters, but it only makes me feel slightly sedated. Prpbably great for relaxing if you are really anxious tho.
